The Placebo Effect

What is the placebo effect? Is it recognised by the scientific community?
The placebo effect is a recognised phenomena accepted by all scientists.
When any drug company or research institute are testing there new found cure they must test this against the placebo effect.
E.g. they will take two thousand patients,
One thousand they will give the new drug to,
And one thousand they will give them something containing either just chalk or coloured water. A percentage of these patients will recover from there complaint or have a good improvement, this phenomena is called the placebo effect. They must then compare the % of patients who improve with the new drug compared to the % of patients who improve with the placebo effect by just taking the medicine containing just chalk or water.
